The deputy director of an after-school tutoring center in New Taipei City was indicted for allegedly sexually harassing six girls aged nine to 13 while playing games and providing academic guidance, the New Taipei City District Prosecutors’ Office said yesterday.
The man, surnamed Chiu (邱), started work at the tutoring center in 2016, serving as an after-school teacher for elementary-school students, a tutor for junior-high students and the facility’s deputy director, police and prosecutors found during an investigation.
Since 2022, he is suspected of touching the breasts, thighs and buttocks of several girls in the name of playing hide-and-seek, tag and other games, and even touching the breasts of girls while they were sleeping during break times, the investigation showed.

The youngest of the girls was nine, the investigation showed.
Chiu during questioning denied the charges, saying that he might have inadvertently touched the girls, prosecutors said.
The case came to light after one of the girls asked the director for help and described Chiu’s alleged actions, they said.
Another girl reported having nightmares about being harassed, they said.
After reviewing surveillance footage and gathering testimony from the girls and their families, prosecutors accused Chiu of engaging in acts of forcible indecency against girls under the age of 14 and intentional sexual harassment of juveniles.
Prosecutors indicted him over alleged contraventions of the Criminal Code and the Sexual Harassment Prevention Act (性騷擾防治法).
They asked that the acts be considered aggravated in accordance with the Protection of Children and Youths Welfare and Rights Act (兒童及少年福利與權益保障法).
