If conditions are icy on the road leading up to the park on Friday, the park is to only allow passage after the roads are cleared, it said.
Lodging on the mountain is already fully booked and there are no areas for vehicle camping, the office said.
People planning to visit on Thursday must leave the mountain before 6pm, to be enforced by park rangers and police, it added.
The park only allows 1,000 vehicles daily, and will warn vehicles at the ticketing booth once 800 vehicles have entered, it said.
The CWA on Wednesday issued cold surge advisories for New Taipei City, Keelung, Taipei and Taoyuan, and Hsinchu and Yilan counties, warning of the possibility of sustained temperatures of 10°C or below overnight in those areas.
