Police have arrested 11 people, including a fishing boat owner based in the Penghu islands, who allegedly worked with criminal gangs to help a man flee to the Philippines after allegedly firing 15 shots at a television program producer in Taipei’s Neihu District (內湖) last month.
Investigators yesterday said a man in his 30s surnamed Huang (黃) was destined for the Philippines when he boarded a boat in Penghu that was charted traveling south after its departure.
Criminal gangs had likely arranged to meet Huang at a predetermined location at sea to transfer him to another ship for the remainder of the journey, police investigators said.
Those details were obtained from questioning the 11 alleged accomplices, including the boat owner, identified as a fisher from Chima Village (赤馬) surnamed Yen (顏), the investigators said.
A television variety show producer surnamed Wang (王) was shot at 15 times in the streets of Neihu on April 10. He was reportedly hit by four bullets in his legs and was treated for non-life-threatening injuries.
Wang was allegedly targeted because of his family and in-laws’ involvement in a lawsuit over control of a real-estate construction company reportedly worth NT$3 billion (US$97.59 million).
That shooting and others tied to organized crime in New Taipei City last month have added to concerns for public safety in the greater Taipei area. City councilors have demanded police crackdowns on gang activities and illegal firearms.
Taipei police named Huang as a fugitive and contacted their counterparts in the Philippines for his arrest and extradition.

Former Taiwan People’s Party chairman Ko Wen-je (柯文哲) may apply to visit home following the death of his father this morning, the Taipei Detention Center said. Ko’s father, Ko Cheng-fa (柯承發), passed away at 8:40am today at the Hsinchu branch of National Taiwan University Hospital. He was 94 years old. The center said Ko Wen-je was welcome to apply, but declined to say whether it had already received an application.
