Several incumbent lawmakers and legislative candidates said on Sunday that the government should increase the number of legislator-at-large seats to "improve legislators' performance."
The appeal was made at a forum organized by the Taiwan Vision Forum and Association.
The participants agreed that the "single-member constituency, two votes" electoral system to be used in next month's legislative elections will not necessarily improve legislators' performance.
Under the new system, voters will cast one vote to elect a legislator for an electoral district and one vote for a party to elect the 34 legislators-at-large.
Chinese Nationalist Party (KMT) Legislator Justin Chou (周守訓) said electing all lawmakers through a proportional representation system was the most effective way to prevent legislators from providing personal services to their voters.

Tropical Storm Usagi strengthened to a typhoon this morning and remains on track to brush past southeastern Taiwan between Friday and Sunday, the Central Weather Administration (CWA) said. An orange gas cloud that leaked from a waste management plant yesterday morning in Taoyuan’s Guanyin District (觀音) was likely caused by acidic waste, authorities said, adding that it posed no immediate harm. The leak occurred at a plant in the district’s Environmental Science and Technology Park at about 7am, the Taoyuan Fire Department said.
